Abstract: Anoveltelemetry,controlandranging (TC&R) schemewasproposed,adoptingspace-basedGEOsatellites′inter-satellite-link (ISL).Aspace-basedTC&Rnetworkwasestablishedbylaunching3GEOsatellites,transmittingandreceivingvarioussignalsthroughISLbetweenLEOandGEOsatellites,andretransmittingsignalstothegroundfacilities.Thelinkperformance,forwardandreturnlinkbudgetcapability,andthecoverageareaanalysiswerestudied.ThesimulationresultsshowthattheGEOspace-basedTC&Rbeam,formedby3GEOsatellites,iscapableofcreatingamuchwidercoverageareathantheordinaryterrestrial-basedone,whichremarkablyextendstheTC&Rcoverageareaby8timesduringa24-hourcomputingperiod,andthetotalTC&Rmissionperformingtimeisalmost10timesincomparisonwiththeordinaryscheme.
