Abstract: Targetareasaremuchmoreconcernedthanotherpartsoftheimagesinmanyremote-sensingapplications.Itisanidealwaytoperformdifferentcompressionratio  todecreasedatavolumeinanimage.AmodifiedbitrateallocationschemewasproposedtoextendthecapacityoftheConsultativeCommitteeforSpaceDataCompressionStandard(CCSDS-IDC)  forthemilitarypurpose.Anewsegmentregroupingandrankingschemewasusedtoallocatethebytesaccordingtoprioritiesofthesegments,theratioofhigh-prioritysegmentsandtheratedistortionmodel.Theresultsshowthatboththelocalpeaksignaltonoiseratioandthevisualeffectofthereconstructedimageareimprovedbythescheme.
